Harry Kahn Associates, an ISO-9001:2000 certified, small business corporation, has been providing technical documentation support services to the DoD since 1972. We have provided that support to the U.S. Navy (NAVAIR) continuously since 1976 under a series of prime contracts and first-tier subcontracts delivering millions of pages of technical documentation for a variety of DoD, and commercial customers, to a variety of specifications and standards without a single rejection – ever.
We have provided consistent, long term support to our customers, in some cases for decades. Such long-standing relationships are a result of customer confidence and trust in our ability and commitment to consistently provide responsive service and a cost-effective, high-quality product.
SeaPort-e Functional Area 3.2 - System Design Documentation and Technical Data Support is defined as follows:
“This functional area involves the engineering effort required to prepare and assure that the detailed technical data documentation that is necessary to support system development reflects the latest design, configuration, integration, and installation concepts. Technical documentation may be in the form of paper, electronic (digital) or interactive computer systems.”
Harry Kahn Associates has provided these precise services continuously to the U.S. Navy since 1976. Relevant experience during the past three (3) years has been provided as a subcontractor under two (2) Disadvantaged Minority contracts described below.
Contract N68936-01-D-0007 (Subcontract TQSC-01-HKA). This disadvantaged minority set-aside (8A) contract was conceived and awarded as a combination of many US Navy Aviation (NAVAIR) logistic support contracts, including several where HKA had been the prime contractor. HKA teamed with the 8A prime contractor (TeamQualtec) under this contract and was tasked with providing technical manual TM update and conversion services for NAVAIR in-service/out of production aircraft, missiles and related ground support equipment.
HKA regularly hosted/attended start-of-work meetings, source data collection trips, in-process reviews, and Validation/Verification conferences. TM actions ranged from digital conversion to simple updates, revisions, and the preparation of new basic issue TMs from raw engineering source data.
A total of 36 task orders were awarded to HKA under this contract, supporting the requirements of five (5) customer sites located throughout the continental United States including:- Naval Air Warfare Center/Aircraft Division, Lakehurst, NJ
- Naval Air Warfare Center/Aircraft Division, Patuxent River, MD
- Naval Aviation Depot, Cherry Point, NC
- Naval Aviation Depot, Jacksonville, FL
- Naval Aviation Depot, North Island, CA
Contract N68936-04-D-0008 (Subcontract PAX-H-01-04). HKA is currently providing technical manual preparation and conversion services to NAVAIR as a first-tier subcontractor under this new 8A follow-on to contract N68936-01-D-0007. To date we have been awarded twenty-four (24) task orders.

All aspects of our operations are ISO-9001:2000 certified. These procedures are a result of careful analysis and documentation of all of our processes and policies. They document and reinforce all aspects of our facility operations, from the negotiation of job orders, tracking their progression throughout the production process and customer acceptance phases, until they are finalized and archived. N68936-04-D-0008 – Alutiiq Security & Technology, LLC
HKA has been providing technical manual support to the NAVAIR community continuously since 1976 via a continuous string of Prime and Sub-Contract vehicles, the most recent of which is as a first tier subcontractor under 8A Prime Contractor, Alutiiq Security & Technology (2004–Present). The support provided includes the preparation of Changes, Revisions, Basic Issues, and electronic conversion, as well as digital replication, distribution, storage and access services.
Documentation development services provided under this contract include Government contract administration, technical editing and review by highly qualified and experienced technical writers/editors, proofreading, composition (layout), and electronic and hardcopy deliveries in compliance with Government content and format specifications in a restricted/classified document environment. Additional services include logistics and information technology engineering analysis, technical data conversion & distribution processes, and operation & management of manual and automated technical libraries, repositories, and data control centers.
